So I will not assume that regular users on Windows might have problems with installing rgl. I don't want to indirectly depend on a package which causes grief on Windows for this particular package (I get rgl from depending on mixOmics).

Is that because it is "difficult" (i.e. requires external packages) or just an oversight?
It's a known build system issue ( https://github.com/Bioconductor/BBS/issues/1 ) that occurs sometimes, it should not be present tomorrow. Dan
