[Bioc-devel] some issues with windows build under stable bio

Mostly comments. Not sure you want to do anything about 1) but i want to
report it.

1) Binary packages seems to have been build under R-3.2.2, so users on
3.2.1 get the "package was build under R-3.2.2" message a lot.  This seems
to induce a bit of fear.

2) Installing biocParallel reports that a newer version is available from
source (and I think this has been the case for a few days).
