[Bioc-devel] Older releases HTTP timeout

Hopefully this is a good place to report this, release 3.9 and before
are either very slow or timeout currently:

curl -v -L https://bioconductor.org/packages/3.9/bioc/src/contrib/PACKAGES

[...]

* Issue another request to this URL:
'https://mghp.osn.xsede.org/bir190004-bucket01/archive.bioconductor.org/packages/3.9/bioc/src/contrib/PACKAGES'
*   Trying 192.69.103.246:443...

and then nothing happens.
