Is it possible to patch/update older BioC release versions of
packages? E.g. for compatibility with older R version/BioC
combinations. Or are these left behind?
appears not? I.e. Can I create and push new branches to my repository
on git.bioconductor.org? No. Maintainers only have access to master
and the current RELEASE_X_Y.

Dario is correct. Anything other than the current devel or RELEASE branch cannot be modified.
