FYI:
Error in file(file, "r", encoding = encoding) :
        unable to open connection
In addition: Warning message:
cannot open: HTTP status was '403 Forbidden'

This happens both from the US and from Sweden.

Seth Falcon posted (on BioC) some hours ago that there is a problem  
with the Bioconductor website and that they are working on it.
