Good point. I guess we should modify our guidelines to say something
like:

   The package should require less than 5 minutes to run
   R CMD check --no-rebuild-vignettes.
   Using the --no-rebuild-vignettes option ensures that the
   Sweave vignette is built only once.

On the build system, check is run with the --no-vignettes option.
