It looks likely that these two annotation packages pre-dated being added into git and not having large data directly in the package. You can send the R CMD build results of the two packages to maintainer at bioconductor.org and request a manual review and/or depending on the size of the data discuss moving these packages into the Bioconductor git tracking system officially.
