R-alpha: bugs generally

In the future (say after release 0.5 goes out), would it be feasible to start a publically-accessible list of bug reports, known bugs, and patches? (Something like the current TASKS list, but maybe a little bit more dynamic?)
There has recently been some discussion regarding widening the official developer base and the amount of people who can apply patches to the source tree. I think that as soon as that is worked out, we can also start thinking about a bug management system. What I have in mind is something akin to the debian-bugs system. But clearly, without a `patch management system' we cannot do that.
