lapack.dll can't be found by excel (PR#3249)

Would you plese be so kind as to explain what this has to do with R?

[If perchance this was *Rlapack.dll* not being found by the R-excel link,
then we know: it's a bug in that piece of software not R, and can be
solved by adding ...\rw1070\bin to the PATH.]
