problem with R CMD build (PR#7240)

My apologies for CC'ing to r-bugs@r-project.org.  No doubt it created 
extra work for someone.

With regard to this problem:

stat20:/cygdrive/d/dirk/bands/implementation -> r CMD build --help
Please set TMPDIR to a valid temporary directory

I fixed it by setting a variable TMPDIR in Windows (right-clicked on "My 
Computer", then clicked on "Properties", "Advanced", "Environment 
Variables" and then set new variable called "TMPDIR".)

Having done that, "r CMD build"  works in Cygwin.
