Licenses on Submissions to CRAN

change that to
 License: Free for non-commercial use.  See the file COPYING for details

Although it doesn't really matter, you might want to use LICENSE or COPYRIGHT
instead of COPYING for the file name. That way people are more likely to know
what it is without seeing the description. (note: LICENSE is 8.3 compliant.
COPYRIGHT is not.)
