To successfully read R-exts.texi which I hope contains steps to do it I need a
way to make it readable to
my latex command which refuses to rpoceed past line 1229 with

It's texinfo (.texi) not LaTeX, and is processed by tex not latex via texi2dvi. Just make R-exts.dvi or make R-exts.pdf should process it for you.
