VPATH build of R on MacOSX

Answering my own question - it appears that if a build has already been done in the source directory, this problem occurs. With a pristine source directory a VPATH build works as expected.
The problem is the incorrect expectations. See https://www.gnu.org/software/make/manual/html_node/General-Search.html . And BTW, the OS is called 'OS X' and has been for a long time.
