Minor Windows clipboard issue

Sorry that wasn't clear. The disablement occurs only when pasting into RGui, and does not occur when pasting into Notepad, hence the workaround using Notepad as intermediary. Once the clipboard is unavailable in RGui, it is also unavailable in Notepad and presumably all other applications.
1. Cut/copy from a local application (remote paste remains disabled
when attempted again).
2. Disconnect and reconnect the remote desktop connection (remote
paste becomes enabled).
A simple workaround is to paste into Notepad on the remote host, then
cut/copy from the local Notepad into RGui.
I don't follow this: didn't you say above that pasting is disabled for Notepad, too?
I haven't located any useful material, but VNC and/or eclipse may also have (had) this problem. _https://bugs.eclipse.org/bugs/show_bug.cgi?id=70077_ I can't locate the VNC item.
