In native English, it is "Licence". In American English, it is "License". Personally, I prefer the native English version, but I'm outnumbered on this planet.
I don't think wither of those are relevant. It is a DCF (Debian Control Format?) file, and in DCF the entry is `License:'. Human languages don't come into it. (As another example, the field is `Author:' even if there are seventeen authors.)
