html help on R language (PR#1012)

That's intentional: that file is only a stub under 1.3.0, as you will see by looking at it. Don't assume that all changes are bugs!
Also within file "..\R\rw1030\doc\html\packages.html" links to individual packages don't work since they refer to the d: drive rather than the c: drive where R is installed.
You need to run link.html.help() after installation. Using help.start() or installing a package does it automatically for you, so most people would never notice.
