making R-devel on hpux10.20

U-E59264-Osman F Buyukisik 
It seems like F77_SYMBOL is needed around "bakslv" in include/FFTab.h
and include/FFDecl.h. I can only make using f2c and need to use
-lCblas NOT -lblas. The system -lblas is also missing some
functions. Cblas works just fine. I have to hand correct LD, F77, and
LIBS in Makeconf and etc/Makeconf after configure.
