who submitted ratetables to CRAN?

Hi,

the ratetables package on CRAN contains no author/maintainer
information whatsoever and I cannot remember who submitted it
... is the creator out there on this list?

It was part of survival4, packaged separately because it was too big to
load routinely in the days before data() and autoload(). I would suggest
that survival4 and ratetables disappear when 0.65 is released. Survival5
requires 0.64.1 or better to install in the standard way, and there might
be (unwise) people out there who don't install the dot releases.
