should the top of doc/NEWS.3 mention doc/NEWS.Rd ?

I think that message is intended to be read when you are reading the page in an installed version of R. If you run help.start(), you'll see those files.

However, depending on options when you installed R, you may or may not actually have static copies of them installed.  The help server in R may generate them on the fly.
