You should scan the complete log for error messages. That a PDF was produced does not imply there were no errors (pdflatex is run with -interaction=nonstopmode), but a non-zero exit code usually means there were.

This is probably unrelated. Maybe the reported line number does not
match the "physical" lines in the Makefile because some recipe lines are
split. I believe the error happens in the first pdflatex run. You could
call make with --trace to see more (force printing the recipe lines
during execution), but you should really check the LaTeX log. I guess
there is a problem with one of your LaTeX installations.

Thank you, Sebastian, you were correct. I am not sure precisely what the error was, but uninstalling MikTeX and reinstalling it into an IT-approved whitelisted folder seems to have solved the issue. Thank you again, Avi
