No, it just means it was built under a pre-release of R 1.9.0. If it needed features of 1.9.0 it would say so and refuse to load.
risk that the package does not work as expected. This does not say that it might not work perfectly fine anyway, but you should be aware of it. Hence the warning (and not an error).
