Start of release process for R 2.4.0

R 2.4.0 has been scheduled for October 3.

The first alpha tarballs of R 2.4.0 will be made available through 

  http://cran.r-project.org/src/base-prerelease/

starting tomorrow morning.

The release schedule is available on 

  http://developer.r-project.org 

As usual, bug reports are more useful before release than after, so
please do what you can to check things out. This goes especially for
those of you with uncommon platforms.
