the INSTALL variable gets set to tools/install-sh, I'm guessing it
should actually be set to $(top_srcdir)/tools/install-sh

Thanks for catching this.  Apparently I only tried the effect of using
just AC_PROG_INSTALL with srcdir != builddir.  Fixed now.
