R 1.7.1 beta is out

The file /src/gnuwin32/INSTALL says that one can run make check immediately after make. This fails, because testing the base package uses Orthodont from package nlme, and so make check fails if run before make recommended. This should maybe be changed in this file INSTALL. I've wrapped up the first beta release of 1.7.1. It is available on http://cran.us.r-project.org/src/base/ Things are set up so that a new version should be generated every morning at 7am local time (Wisconsin), until the day of the final release.
