CRAN webserver down

| Apparently resurrected now.

As another maintainer told me, the submission page appears to be down.

Going to

   https://cran.r-project.org/submit.html

(and then refreshing over the stale iframe) gets me

   The webpage at https://xmpalantir.wu.ac.at/cransubmit/ might be
   temporarily down or it may have moved permanently to a new web address.

suggesting the VM may be down.
