FYI, I installed R 3.6.3 from source on CentOS 7 a few hours ago, and
for me the above works just fine.
For your immediate needs of selecting a CRAN mirror, you can set:
options(menu.graphics = FALSE)
as a workaround to skip Tcl-based menus.
