Not really, dealing with MS Word would be a nightmare, and LaTeX is just about the only format with decent treatment of mathematics.
FWIW, at least one of the equation setting add-ons for WORD (MathType, see http://www.mathtype.com ) has TeX as its engine. It will optionally provide (La)TeX on the clipboard for pasting into non-WORD docs. So a WORD user could provide ascii for the text and (La)TeX for equations.
However, I'm pretty sure that plain ascii would also be acceptable for
simple articles. On the other hand, why should the editors have the
trouble of putting all code excerpts in \begin{verbatim} ..
\end{verbatim} constructs, etc.?
Perhaps one could define a simplified LaTeX markup similar to .Rd.
Or maybe just point people towards MiKTeX and give them a crash course
in LaTeX? For plain text, the format is really quite simple.
