C-c C-q (without prefix) and it's menu analog should really have emacs
prompt the user, i.e. under X windows a popup dialog menu, and otherwise a
"minibuffer" one. 

    tony> C-u Y C-c C-q   : quit and save workspace
    tony> C-u N C-c C-q   : quit and don't save workspace.
good idea in any case!
[but most users don't memorize (and hence use) prefix sequences; yes, I do ..]
