No. The default codepage is set for all users, and a reboot is needed to change it. Different users can have different languages (or a user can select a language at login), but that only works for languages supported by the default codepage.
Windows XP also has an optional Multilanguage User Interface (MUI) but I don't know really know much about it. Google for MUI XP for more info. Maybe someone on the list has it and can add information.
