Why not in Debian distro?

It is in potato (stable)in the math section: r-base 0.90.1-2 . Oddly, woody (testing) still has r-base 0.90.1-2, but unstable (sid) has r-base 1.3.0-1 . People like me who are still running stable can get up-to-date R packages by sticking the following line in /etc/apt/sources.list: deb http://stat.ethz.ch/CRAN/bin/linux/debian potato main
The version skew between "stable" debian releases and current status is becoming grotesque! 0.90.1 is from December 1999. It is quite worrying because people are still receiving this ageing version on CDs and our memories re. problems with that version are rapidly fading 10 (yes, ten) releases later. Whatever happened to the internal Debian discussions on creating a faster upgrade path for applications?
