[R-d] E-mail to R-devel will have prefix, ok?

A short "private" discussion revealed that several people desire to get a
prefix in the "subject:"s of R-devel mailings.

I'd propose to set "[R-d]" as I've done it (manually, this time!) above.
Unless I hear load protests, I'll set this.

We had no public feedback.  
Private feedback was
	 << Can't people sort by "Sender/From.." ? >>
Long prefixes are a nuisance because they obscure more of the real "Subject".

As a minimal compromise,  I've now added  "[Rd]"
   (+ the space, still makes 5 valuable characters..)
