lowess() as a generic function

Hi All,

I've been providing a generic version of lowess()  in my 'gregmisc' library,
along with a 'lowess.formula' and 'lowess.default'.

Can/should these be moved into base?

Folks, we have something like a 6-month release cycle (details on
developer.r-project.org) and it's amazing how often we get feature
requests just prior to a release.

I presume there are other methods needed: I thought lowess had to a
large extent been superseded by loess.
