Yes, this *has* already been discussed on R-help, with the solution! The solution is also in the rw-FAQ. There is something wrong with http://cran.at.r-project.org/bin/windows/base/SetupR.exe If you compile R yourself, it will be fine, or if you use the version I put it up, it will be fine.
