The `Package' and `Version' fields give the name and the version of the package, respectively. The name should consist of letters, numbers, and the dot character and start with a letter. ...............
Hence it's clear that the character "-" is not allowed in a package name. So why do you think this is a bug ?
Because that form 'Translation-ll' is recommended in the R-exts manual for translation packages. We do say R CMD build will build such=20 packages, and at the time it was written it did.
