Newsgroup - another try?

I don't think that was actually the proposal. Both would exist, it is just
that those who find a newsgroup more convenient can use a newsgroup, and
those who like e-mail can use e-mail. However, with the number of votes
needed for the creation of a newsgroup, quite a number of people would
have to support the idea.

You don't need votes to create an alt.* group, you just do it.  That's why
there are thousands of useless alt groups with nothing but spam in them.
