Installing R on RedHat7.0

I think Brian Ripley has been using the 8.3 libraries on windows. delTcl is on the R side of things, defined in tcltk.c, so you're getting some pretty strange errors there.
I've also used them on Solaris and on RH6.2 with no problems.
I suspect your best bet is to install R from source, which ought to be pretty easy - or at any rate, we'd like to know about any trouble you run into.
Isn't there a problem (or at least warnings) with the beta-2.96 version of gcc that RedHat decided to use? As I recall it, that was complaining about the use of ## in some of the header files. It will be in the archives of R-help or R-devel.
