neural network, random forest with survey data

Hi, everyone:

Does anyone know if any statistical packages (such as R) can accommodate
neural network or random forest with survey data?

With survey data, we have to incorporate weight with sampling issue or even
with design effect.

Would appreciate if anyone can help.
