R-1.5.0: compiling package foreign on WinNT failed

Thanks very much to Prof. Ripley and Tom Stockton.  Yes, adding `.' to PATH
solved the problem.  It is mentioned in INSTALL in *two* places.  Apologies
for not reading it carefully.

In addition, Prof. Ripley suggests:

Replacing in MakePkg

sh -c configure.win

by

sh ${SPKG}/configure.win

seems to work even if . is not in the path.
