R-1.5.0: compiling package foreign on WinNT failed

Thanks very much to Prof. Ripley and Tom Stockton.  Yes, adding `.' to PATH
solved the problem.  It is mentioned in INSTALL in *two* places.  Apologies
for not reading it carefully.

In addition, Prof. Ripley suggests:

Replacing in MakePkg

sh -c configure.win

by

sh ${SPKG}/configure.win

seems to work even if . is not in the path.

My best guess is that you don't have `.' in your path.  That is a new
instruction for 1.5.0 (see the INSTALL file).

People building this themselves need to be aware that lots of packages
need to be rebuilt for rw1050. I will not update CRAN contrib area
until binaries are released: until then see the rw1050 directory. Even
then, update.packages() will not pull rebuilt versions, only updated
packages.

there, and all it

does is copying two files in src from .h.in to .h.
