Two possible starting points would be the Journal of Statistical Software or the R Journal. There's also this interesting paper -- http://arxiv.org/abs/1210.0530 -- which doesn't touch R to the best of my memory, but explains why FOSS + Science is a good idea and sketches (one group's ideas of) best practices.
