It depends on how demanding the package is. For the one you mentioned, you will need the Rtools, since C/C++ sources are to be compiled. And it won't work out of the box, since some manual tweaks are required - at least the last time I tried. Do you know that the package is available from CRAN extras if form of a Windows binary? install.packages() without the type="source" argument should work right away. Uwe Ligges

This is intended to be used in the shell of your OS (assuming Windows given the package), not in R.
From within R use install.packages("RDCOMClient", type="source") if you really want to install from source.
