SIR
This is strange; the sir for R I know (in package dr on CRAN, from S. Weisberg), last time I checked (about a year ago?) was able to handle multivariate responses. In fact, p. 6 of the documentation shows an example of SIR with a bivariate response, and I tried it, and it works. Best, R.
