Tcl/Tk Help
This is in the rw-FAQ. Without knowing which version of Windows you used and what you actually did it is impossible to tell what your mistake is, but this does work if you follow the instructions exactly.

I am using Windows and I altered the autoexec.bat file, I tried to set the tcl
library in R and none of these seemed to work.
