You should install the 'rwXXXXsp.zip' part of the distribution and
then read 'rwXXXX/README.packages'. This file details the tools
you need (all available on the net, including the ones used for generating
the win help and compiled html help) and what must be do to compile and
install a package (normally, something simple as 'make pkg-xxx' is all what
is needed).
