So it seems  you are right, but where's the mistake?

Install the Debian package atlas2-dev.

There is now a Debian package r-base-dev_1.1.1-2_all.deb on the CRAN
archives that you should install if you want to be sure of being able
to compile add-on packages.  The r-base-dev package does not contain
any programs or libraries but it forces the correct dependencies on
other packages so you can compile other code to add to R.
