I don't recall seeing the Breslow-Day test anywhere in an R package, but the VCD package (available via CRAN) has a function called woolf_test() to calculate Woolf's test for homogeneity of ORs.
Both the (almost identical) meta-analysis packages also compute Woolf's test. -thomas
