command line edit

Does anybody know a way to edit your command line arguments on the command line, other than deleting everything and re-typing? My user just want to be able to use emacs like commands - like you can do in a shell, and s-plus from what he says. I attempted to set up the emacs add-on, without much success, on a Solaris 7 box, but he doesn't really want that, he just wants the command line option.
I run Linux and find command line editing works the same as with the UNIX command line. I use rxvt for the X11 terminal emulator, konsole works just the same.
