Is it allowed to use length() function? If so, then try
the following
Fibonacci<-c(1,1)
while (max(Fibonacci)<500){
Fibonacci<-c(Fibonacci, Fibonacci[length(Fibonacci) - 1] + Fibonacci[length(Fibonacci)])
}
