R-1.3.0 is released

There are also versions split for floppies.

(Are anyone actually using the split-source versions and not capable
of using the "split" command themselves? They do take up a lot of
space, and I had to remove split versions of earlier releases to make
room for the new one.) 

This are absolutely essential for developing countries were people may
not have their own computer online and no easy way to split on MS (I
believe).
