I only found r46507 this morning, as a side effect of something else.  So 
it would not be in a build until tomorrow.

Setting LC_ALL=en in the shortcut target does not appear to work in this
case as I got

During startup - Warning message:
Setting LC_CTYPE=en failed

Furthermore, I tried the patched version of R 2.7.2 and the same problem
occurs.
