Install from Local Zip

They cannot. You need a repository to know about dependencies, which are in the PACKAGES file.
Or, is there a better way than to tell the person installing from local zip what the dependent files are, and to install them from the repository first?
Yes, create a local repository and use a file:// URL to access it. Details are in the R-admin manual (and in the archives of this list or R-devel).
